Description
Remote is seeking a Program Manager to join the team at ASD. The Program Manager will be responsible for delivering a set of business outcomes through multiple projects and related support teams in a rapidly changing business environment. The Program Manager will also provide direction to a highly motivated workforce consisting of both APS employees and Contractors in order to achieve strategy driven business outcomes.
Role Information
Key duties and responsibilities:
Establish program governance and reporting processes within the agreed framework to enable the Executive to make timely decisions on the key areas affecting schedule, cost and quality.
Develop, implement and manage the Program Delivery Plan which delivers capabilities required to enable the organisational strategic vision.
Manage project level risks and issues escalated to the program by supervisors, peers, business stakeholders and/or project managers.
Author and present Executive level information and decision briefs on Program and project issues as required.
Chair meetings and boards (and associated responsibilities).
Manage program resources based on priorities, budget, risk and Executive direction.
Develop and manage the Program financial management plan.
Essential Skills:
Demonstrated Program Management experience in a Managing Successful Programs (MSP) or similar formal governance framework.
Strong project management skills with at least ten years of experience in managing projects.
Desirable Skills:
Experience managing complex projects.
Essential criteria:
Performance management: Level 5 (SFIA)
Forms, maintains and leads workgroups and individuals to achieve organisational objectives. Determines and delegates objectives and task responsibilities to individuals or teams including people management responsibilities as appropriate. Sets the quality, performance and capability targets in line with organisational goals. Monitors performance and working relationships and provides effective feedback to address individual issues. Encourages individual development of skills and capabilities in line with team and personal goals. Facilitates the development of individuals by adjusting workload, targets, and team capacity. Plays an active role in formal organisational processes such recruitment, reward, promotion and disciplinary procedures.
Portfolio, programme and project support: Level 4 (SFIA)
Supports programme or project control boards, project assurance teams and quality review meetings. Takes responsibility for the provision of support services to projects. Uses and recommends project control solutions for planning, scheduling and tracking projects. Sets up and provides detailed guidance on project management software, procedures, processes, tools and techniques. Provides basic guidance on individual project proposals. May provide a cross programme view on risk, change, quality, finance or configuration management.
Project management: Level 5 (SFIA)
Takes full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects. Provides effective leadership to the project team. Adopts appropriate project management methods and tools. Manages the change control process and assesses and manages risks. Ensures that realistic project plans are maintained and delivers regular and accurate communication to stakeholders. Ensures project and product quality reviews occur on schedule and according to procedure. Ensures that project deliverables are completed within agreed cost, timescale and resource budgets, and are formally accepted, by appropriate stakeholders. Monitors costs, times, quality and resources used and takes action where performance deviates from agreed tolerances.
Desirable criteria:
Financial management: Level 5 (SFIA)
Advises on financial planning, budgeting, costing, accounting and charging using recognised accounting practices and standards. Develops financial plans and forecasts. Monitors and manages expenditure and examines areas where budgets and expenditure exceed agreed tolerances. Contributes to the definition and operation of effective financial control and decision-making. Analyses actual expenditure, examines variances, and advises on options in the use of available budget.
