Description

Remote is seeking a Project Manager to join the team at ASD. The Project Manager will manage a diverse range of technical Information Communications and Technology (ICT) projects. The Project Manager is responsible for contributing to the planning and implementation of projects, including defining the scope and requirements, developing plans and schedules, managing the project’s budget, overseeing and planning resource allocation and work packages, managing risks and issues and communicating formally and informally on the project’s progress. The Project Manager will also oversee projects under limited direction and will be a highly organised, dynamic, outcome orientated individual with excellent communication skills who can think critically and utilise their excellent problem solving skills, as well as undertake negotiations, delegate effectively, and make timely decisions.

Role Information

The Project Manager will take full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects, provide effective leadership to the project team, and adopt appropriate project management methods and tools. Manage the change control process and assess and manage risks.

The Project Manager will also ensure that realistic project plans are maintained and deliver regular and accurate communication to stakeholders, ensuring project and product quality reviews occur on schedule and according to procedure. The Project Manager will also ensure that project deliverables are completed within agreed cost, timescale and resource budgets, and are formally accepted, by appropriate stakeholders.

Key duties and responsibilities:

  • Lead complex ICT projects in the planning, management and delivery of new capability and system enhancements.

  • Establish and maintain project planning artefacts in accordance with the endorsed project management methods and ensure their continued suitability to define, control and manage all work associated with a project.

  • Undertake project risk management to identify, analyse, evaluate, treat and review risks and issues.

  • Plan and manage phases of system development or enhancement including requirement analysis, system design, testing, implementation and transition to operations.

  • Engage with stakeholders and manage and influence their requirements and expectations through the life of the project and support project governance bodies as necessary.

  • Achieve project deliverables in accordance with the approved project scope, meeting quality standards and quality control measures.

  • Manage procurements in a timeframe supporting the wider project requirements.

  • Codification and Transfer of knowledge relating to work activities undertaken under this contract to Commonwealth Officers.

Technical skills:

  • Essential 5 years’ experience as a Project Manager

  • Project planning, resource planning and cost estimation

  • Managing Project Governance, Risk & issue Management, Project Financial Management

  • Managing the lifecycle of the project

  • Desirable - Knowledge of IT systems design and development processes and experience in reviewing technical documentation

  • Desirable - Capacity to deliver projects in complex, resource-constrained environments

  • Desirable - Experience in procurement & contract management supporting Projects

Essential criteria:

  1. Monitors and maintains financial records to agreed requirements for compliance and audit. Assists with identifying and calculating process, service, project and component costs for financial planning and budgeting. Collates required financial data and reports for analysis and to facilitate decision-making.

  1. Takes full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects. Provides effective leadership to the project team. Adopts appropriate project management methods and tools. Manages the change control process and assesses and manages risks. Ensures that realistic project plans are maintained and delivers regular and accurate communication to stakeholders. Ensures project and product quality reviews occur on schedule and according to procedure. Ensures that project deliverables are completed within agreed cost, timescale and resource budgets, and are formally accepted, by appropriate stakeholders. Monitors costs, times, quality and resources used and takes action where performance deviates from agreed tolerances.

  1. Identifies the communications and relationship needs of stakeholder groups. Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders. Acts as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. Facilitates business decision-making processes. Captures and disseminates technical and business information.

  1. Creates the business readiness plan, taking into consideration IT deployment, data migration, capability deployment (training and engagement activities) and any business activities required to integrate new digital processes or jobs into the "business as usual" environment. Determines the readiness levels of business users with regard to upcoming changes; uncovers readiness gaps and creates and implements action plans to close the gaps prior to going live. Assists the user community in the provision of transition support and change planning, and liaises with the project team. Monitors and reports progress on business readiness targets, business engagement activity, training design and deployment activities, key operational metrics and return to productivity measures. Defines the series and sequence of activities to bring stakeholders to the required level of commitment, prior to going live.

  1. Identifies the communications needs of each stakeholder group in conjunction with business owners and subject matter experts. Translates communications / stakeholder engagement strategies into specific tasks. Facilitates open communication and discussion between stakeholders, acting as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans. (For example, may oversee the organisation's promotional/selling activities to one or more clients, to ensure that such activities are aligned
