Description

Remote is looking to fill the position of a Program Assurance and Capability Analyst within ASD, who will be responsible for providing program capability uplift and decision support to the Senior Benefit Owner. The key duties include providing assurance and strategic oversight of program activities, regularly assessing and refining assurance processes for continuous improvement, analysing program risks, and providing insights for strategic decision-making. The role also involves managing Program Annual and MYBR processes, engaging with mission and delivery teams for prioritisation analysis, and ensuring alignment of decisions with the overall organisational strategy.

The ideal candidate should have experience in complex program management and assurance, strong analytical and problem-solving skills, excellent communication and stakeholder management skills, and expertise in capability development and lifecycle planning

Role Information

  • Work with mission areas to identify capability gaps.
  • Ensure alignment of decisions with overall organisational strategy.

Essential criteria

  1. Portfolio management level 6 Engages and influences senior managers to ensure the portfolio will deliver the agreed business objectives. Leads the definition of a portfolio of programmes, projects, and/or on-going service provision. Plans, schedules, monitors and reports on portfolio-related activities. Ensures that each part of the portfolio contributes to the overall achievement of the portfolio. Identifies portfolio-related issues. Notifies projects/programmes/change initiatives of issues and recommends and monitors corrective action. Collects, summarises and reports on portfolio measures. Reports on portfolio status as appropriate.
  1. Financial management level 5 Advises on financial planning, budgeting, costing, accounting and charging using recognised accounting practices and standards. Develops financial plans and forecasts. Monitors and manages expenditure and examines areas where budgets and expenditure exceed agreed tolerances. Contributes to the definition and operation of effective financial control and decision-making. Analyses actual expenditure, examines variances, and advises on options in the use of available budget.
  1. Quality assurance level 6 Leads, develops and is accountable for an organisational approach and commitment to quality assurance. Ensures that quality assurance processes and activities are robust and reliable, and appropriately tailored to the organisations quality objectives. Plans and resources the organisational quality assurance activities, using internal or third-party resources. Considers the implications of emerging technology, approaches, trends, regulations and legislation. Monitors and reports on quality assurance activities, levels of compliance, and improvement opportunities.
  1. Specialist advice level 5 Provides definitive and expert advice in their specialist area. Actively maintains recognised expert level knowledge in one or more identifiable specialisms. Oversees the provision of specialist advice by others. Consolidates expertise from multiple sources, including third-party experts, to provide coherent advice to further organisational objectives. Supports and promotes the development and sharing of specialist knowledge within the organisation.

Desirable criteria

  1. Stakeholder relationship management level 5 Identifies the communications and relationship needs of stakeholder groups. Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders. Acts as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. Facilitates business decision-making processes. Captures and disseminates technical and business information.
  1. Portfolio, programme and project support level 5 Takes responsibility for the provision of portfolio, programme and project support. Advises on the available standards, procedures, methods, tools and techniques. Evaluates project and/or programme performance and recommends changes where necessary. Contributes to reviews and audits of project and programme management to ensure conformance to standards.
  1. Strategic planning level 5 Collates information and creates reports and insights to support strategy management processes. Ensures that all stakeholders are aware of the strategic management approach and timetables. Provides support and guidance to help stakeholders adhere to the approach. Develops and communicates plans to drive forward the strategy and related change planning. Contributes to the development of policies, standards and guidelines for strategy development and planning.
